New Village at Murrell Green
The Proposal
The purpose of the consultation is to gather residents’ views and comments and to help secure local knowledge of the site and the wider area so that these can be fed into the design development.
The concept masterplan above shows how a scheme could come forward incorporating the following key elements:

Up to 2,200 homes.

Office, workshops and other commercial use.

A place with a real heart, incorporating homes, shops and a village green.

A secondary local centre to the west besides a new all-through school.

All-through school – including a three-form entry primary school (630 places), a eight-form entry secondary school (1,200 places), nursery and pre-school.

Public open space – including over 50 hectares of SANG (Suitable Alternative Natural Greenspace) providing extensive areas of new public open space and habitat enhancement, the rejuvenation of Shapley Fishing Lakes, and a series of parks, garden squares and large and small green spaces interspersed throughout the development, linked by street trees and green walking and cycling routes.

Walking and cycling routes beyond the site, offering active travel options to Winchfield Station and Hook.

A traditional street pattern with blocks, tree-lined streets and plots making it easy to get about with a network of a primary streets and more secondary streets, local streets, lanes and a bus-friendly east to west link.

Sports provision – including a cricket pitch / 2no. football pitches, pavilion and car park.

Play areas - comprising neighbourhood play facilities suitable for teenagers, and medium/smaller play facilities spread throughout the site for older and younger children including toddlers.

Dedicated wildlife areas to provide for habitat enhancements to secure an overall betterment for biodiversity.

SuDS (Sustainable urban Drainage Systems) – to ensure an overall reduction in surface water run-off compared with the existing arrangements, integrated into the built environment and areas of public open space that can establish features for the development.

Supporting infrastructure for utilities, etc.
The Planning Application
It is anticipated that an outline planning application will be submitted in 2026 to Hart District Council. This is a type of application that seeks to establish the principle of development and agree parameters for how the development would come forward.
Once submitted Hart District Council will engage with the local community, internal and external consultees, and stakeholders to assess and determine the application. It is common for proposals to develop further as part of this process.
The outline planning application will contain full details for the vehicular accesses shown above from the A30 (London Road) and the B3016 (Odiham Road). Parameter plans will otherwise set out areas for types of land use, access and movement arrangements across the site, as well as setting out height limits for the development.
A Strategic Design Code will be developed with Hart District Council to further develop how detailed proposals could come forward.
If outline planning permission is granted, what are known as ‘reserved matters’ providing details of the layout, scale, appearance and landscaping will be determined as part of subsequent ‘reserved matters planning applications’ at a later stage.
