New Village at Murrell Green

About Murrell Green

The site covers an area of approximately 184 hectares of land consisting mostly of farmland. Alongside this are a small number of associated farm buildings and other commercial buildings, as well as some horse paddocks and limited areas of woodland - including the former Shapley fishing lakes.

 

The land lies between the Hampshire villages of Hook, Hartley Wintney and Winchfield south of the A30 (London Road) and Murrell Green Business Park, and north of the M3. The site’s western edge is formed by the River Whitewater with Bassetts Mead Country Park beyond. Its eastern edge is marked by the B3016 (Odiham Road), woodland and homes off of Old Portbridge Road as well as the Midmay Oaks Priory Hospital.

 

The topography is broadly flat, with a gentle slope rising towards the site’s south and southeast, with the narrow Totters Lane running north-south through the centre of the site sunken into the landscape.

Constraints

  • High pressure gas main (to be diverted).

 

  • 400kV electricity transmission lines and pylons.

 

  • Totters Lane only suitable for very limited vehicle access provision.

  • Areas of ‘ancient woodland’ with associated offsets.

  • Existing hedgerows and trees, with associated wildlife corridor offsets.

  • Proximity to River Whitewater and associated flood plain.

  • Existing public rights of way including Brenda Parker Way.

  • Noise associated with main rail line, M3 motorway and A30.

  • Murrell (Grade II), Winchfield House (Grade II*) and grounds (including North Lodge – Grade II) listed buildings and listed milestones and World War II legacy defences provide historic features across the site and surrounds.

  • Former landfill associated with land south of the railway line.

Opportunities

  • Provide a significant number of homes within a sustainable location.

 

  • A new community with supporting infrastructure rather than piecemeal additions to existing settlements.

  • Extend Murrell Green Business Park for new employment opportunities.
     

  • Provision of land for an all-through school comprising a three-form entry primary school and eight-form entry secondary school.

  • Creation of extensive areas of public open space including:
     

    • Shapley Fishing Lakes to be open to the public.
       

    • Alongside the River Whitewater, with potential to connect into Bassetts Mead Country Park for larger combined SANG.
       

    • Alongside ancient woodland enabling access through and around.

  • Restoration of Potbridge Brook, including renaturalisation of the channel, reconnecting with the floodplain and reversing historic over-deepening.

  • Enhancement and creation of habitats, with incorporation of provisions for local wildlife.

 

  • Provision of sports pitches.

  • Integration of public rights of way into broader network of cycle and pedestrian connectivity alongside opening up wider range of land for public access as highlighted above.

  • Good accessibility to Winchfield train station.
     

  • Direct access to A-road and B-road network with potential to extend bus service provision through the site.
     

  • Attenuation and management of surface water flows to help reduce localised flooding.
